Your legal requirements in Venezuela
What the law actually requires where you are — summarized from our jurisdiction guides. Open any topic for the full details.
Under Venezuela's Organic Law on Prevention, Conditions and Working Environment (LOPCYMAT, 2005) and COVENIN Standard 3478-1999, every workplace must maintain an emergency brigade of at least 10% of the workforce, trained in first aid across all areas and shifts. INPSASEL is the governing agency and certification is valid for 3 years.
No per-staff first-aid training mandate was found for initial education (maternal level / Simoncito) in Venezuela; the Simoncito framework references risk prevention and protecting the child's integrity but no published regulation imposes individual first-aid certification. Trained staff nonetheless remain the expected standard.
Venezuela's Penal Code (2005), art. 438, imposes a duty to render aid to a person who is injured, in danger, or apparently lifeless where doing so entails no personal danger, and to notify the authorities on finding an abandoned or lost child under seven or an incapable person. Failure to assist is punishable by a fine.
In Venezuela, health practice is governed by the Ministry of People's Power for Health together with the nursing colleges and federation, and continuing education and recertification are voluntary, driven by national scientific societies rather than a statutory mandate. There is no mandatory statutory cycle or nationwide hours standard, and CPR/AED, ACLS and PALS count among the eligible continuing-education activities.
No Venezuela-specific national rule detailing a first-aid requirement for staff in care homes and shelters for older adults was located, but the regional pattern shows a recognized caregiver or geriatric-assistant certificate with first aid and CPR is the valued credential, commonly required by the facility or employer. A recognized, up-to-date certificate meets the expectation and must be renewed periodically.
Under Venezuela's family-placement (colocación familiar) modality, governed by the LOPNNA and supported by IDENNA, substitute families complete capacitation and guidance courses and pass a multidisciplinary-team assessment before joining the registry. Current first-aid and CPR training is a reasonable expectation of that preparation rather than an explicit legal requirement.
Online CPR and first aid training is recognized in Venezuela, with certification valid for 3 years; LOPCYMAT requires periodic OSH training (commonly 16 hours per quarter) without prescribing a format. The workplace brigade's hands-on first-aid component stays in person, and the online status is a grey zone rated accepted.
